I can replicate this behaviour that you indicated. I will forward your comments along to R&D.
I don't believe that OrderEntry uses the 'Order Complete' value on invoices and credit notes, apart from being able to display it on the grid. This is the most likely reason for the difference, since having No doesn't adversely affect any processing in OE. Do you use this field value on invoices for your applications?
