Hi Andrew,
Adagio Payables 9.3B installs a number of new system file processes, including a new workstation Crystal runtime, AdagioV3PDF printer driver and ODBCV3. Like Inventory 9.3A, a lot more than just the application is being installed with this upgrade. In case there are any rights considerations such as the ability to write to the Windows registry or folders, or create new printer drivers. You did say that an Admin user has a similar experience.
There are a number of important notes in the ReadMe file for this Payables 9.3B upgrade. Perhaps check these out in case the procedures that have been done so far is missing something that should ro should not have been done based in the notes.
There is more than one reason why the auto-workstation install would be initiated. If you manually run the workstation setup, or the auto workstation setup that appears, are there any error messages? Or does it appear that the install was successful, but then it happens again?

You did mention that there is no AdagioV3PDF printer in this workstation printing and devices. That would certainly be a culprit.
If you do a search in their Control Panel, Programs and Features for Softland, there are potentially 4 components to the AdagioV3PDF printer. None, some or all might show as being installed (along with components for AdagioV2PDF and AdagioPDF.
AdagioV3PDF components:
Adagio Accounting PDF Printer V3 novaPDF SDK Printer Driver novaPDF SDK10 SDK COM (x64) novaPDF SDK10 SDK COM (x86)
Uninstall any that are there then close the control panel windows.
Restart the w/s.
Note that the user requires full Admin rights to their w/s to do the install and update their registry.
Next, drill down to the Softrak\System\AdagioPDF folder on the server from the affected w/s. Local and run the AdagioV3PDF.EXE.
When run, the process shouldn't just 'zip' by but you should see the install working its way through.
When you're done, you should see the AdagioV3PDF printer in the w/s's printers and devices.
Please suggest to the site that they consider upgrading their w/s's to Win10 (or just get new w/s's). Microsoft has been pretty clear that they will not be providing more security updates for Win7. Not doing so puts them at risk.
