What is wrong when the "Post to prior year" is not available after doing a year end close?

Assuming you are referring to Ledger 9, Post to Prior only appears if:

(a) You have 'Enable prior year posting?' turned 'on' in the company profile, AND
(b) You have not yet created the Next Year (ie. the Next button displays in the toolbar).
