Perhaps try navigating to the product page on our website for the program update you want to install, instead of using the link from the email. When you open a product page, there are links for downloading the current upgrade in a section 'Full version & Upgrades'. It is the same download, and you have the install codes from your email.
I don't know what setting in Internet Explorer is blocking your download. I am able to download from my copy of IE8.
