If the base price is zero, then a margin cannot be calculated. This is because a Margin is determined by subtracting the cost from the price, and then dividing the result by the base price. If the base price is zero, then the Margin calculation would require a division by zero, which is never allowed.
How do you calculate the price levels, by Markup or Percentage? If by percentage, then the same rules apply because a percentage of zero will always be zero.
If by Markup, then the numbers still may make a division by zero possible, but they may not.
In any case, currently you require a non-zero base price in order to get a Margin.
