Add the following key to the Windows registry:
  HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions
Add the following value:
  "MaxAllowedZone"=dword:00000001

Make sure that there are no spaces in the key or value - this will prevent things happening.
