What version(release date) of T&B are you using? You can get this information by selecting Help | About from the main menu.

How were these two matters (I'm assuming that's the term your site has assigned to Files) created and in what version?

In T&B 9.2A, I'm unable to create a matter and save it without having a valid Responsible staff member selected. Similarly, in AR9.2A integrated with T&B, I'm unable to save the customer record without this information.
