You are correct that you only have to make the item active for the main location if that is what you wish. Since you see 'on demand' for the other locations, they will become active when the first transaction is posted to them, either a receipt or a stock transfer or whatever.

The reason why POA isn't doing this is that we had to make a programming change to IC in order to fix the pick sequence display that you originally found. Making the item active did not write something to the item location file and now it does. A similar programming change would have to be made to POA and at the current time I believe this hasn't been done. Note that POA does not allow making an item active by editing an item, but by posting a transaction to the location for the item.
