You see 9 tabs instead of 10 likely because you do not have optional fields assigned to items.

As mentioned above, the reason why the Location tab is not available within Edit Items from Order Entry is because this is a function controlled by Group security in IC, and functional security does not cross applications.

It can be suggested as a new feature for a future OE release to allow access to those 3 tabs for editing items.
