Reallocation batches create summary entries of all details entered previously (i.e. they are lumped together) based on the percentage specified. They are created when you run the Maintenance | Create Reallocation Batch function which adds the reallocation batch to your Current Batches window. They can be unposted as well, assuming you have enabled this feature in the Company Profile.

Departments are often used to represent different contracts, departments, or other allocations. They use the same account code and are differentiated by the department code. Each detail entry would be entered (eg. 75% to acct 4250 dept 100 then 25% to acct 4250 115) and may be reported using all the transaction detail in core reports. They are also useful in financial statement reporting.
