This error has been reported before when a particular system file had the 'read-only' attribute applied. Look for the file EZSSILCK.LD4 which should be in the \softrak\system directory. When everyone is out of Adagio, make sure that this file (and perhaps others in this directory) are not set with the Read Only attribute.
As the problem occurs during the installation of Adagio Invoices, this problem could also be happening when the fax driver is being installed, which is a printer driver. If the user does not have rights to add printer drivers then this error could occur.
By the way, if these installations are being done on workstations with Windows Vista, then this is the problem as current shipping versions of Adagio are not compatible with Vista. Installation and the fax driver are two components that are not Vista compatible.
If Vista is not the problem, make sure that you are reinstalling from a workstation to the server drive, rather than doing the installation directly at the server.
What else changed in this environment? Were system or workstation upgrades installed, or new virus checkers installed, or anything else?
