It should still be there, but perhaps your toolbar was moved, or the particular drop-down removed from the toolbar (they can be customized).

Under the View menu, select Customize. Then from the Toolbars screen, highlight the 'View' toolbar at the left, then click the Reset button. If the fiscal period drop-down was removed by accident, it should appear now.
