Wondering if there is a way to put a special price in for a 'ship-to' customer in OE? When I try to do this now, it will give the special price to all of the 'ship-to' customers under that specific customer.

Special price - no, Price List - yes. The only reason to use the special price function is if you want to set a price for a whole category of items. Price List is a much more robust function.
They're set up under a price list (along with 100 plus other customers) but we would like to give this certain ship-to customer a special 'fixed' price on a few sku's - under the 'item' not 'category'.
