OE8.1F is looking at the Softrak\System\WIN32 folder for the crpe32.dll.
I'm hearing that only one user / w/s can't successfully print OE8.1F reports and that other users can.
If this is only a single user, it would seem the problem is rights and/or registry related.
Have you tried rerunning the w/s install for this user for OE?
Have you tried running Softrak\System\SetReportsTableDrive.exe from this w/s and overriding whatever the 'normal w/s configuration' setting is on it? If the Select Drive field is pointed to the correct location, you could set it to something else and Update, then set it to the correct location again and Update.
It could also be this user doesn't in fact have 'rights' to the entire Softrak folder.
