A client uses Adagio Inventory without a billing module (it integrates with JobCost).

Is it a limitation that only one user can be entering shipments at a time?

Yup, one at a time just it always has.

Of course, Receipts can be imported, so you could have people entering them onto a spreadsheet and then process them.
