The 'non-unicode' settings on your workstation could be the culprit. If they don't match the same settings as the workstation from which the specifications were created (sample forms have English-US), then this will cause forms to print with incorrect margins. Though the form itself is sized correctly, it is not positioned correctly.
To adjust this, go to the Windows Control Panel and open Region and Language. From the Administrative tab, select Change System Local and make it English (United States).
If your forms are printing shrunk, this is indicative of Windows Display Settings and Large Fonts - you cannot have anything other than 100% normal, and there is no other workaround to have forms print in the correct size if font size larger than 100% is selected.
