In the old days, each fax queue report was based on each specific program, such as OE or AR. But now we are moving to a common location for the fax queue, so the SMFAXQ.RPT is now the correct report. But I see that this was not installed by OE and that is the cause of the error you are receiving.
The good news is that because this is a common report across all programs, you can copy it from a different Adagio program - such as Receivables - and paste it into the OE StandardRP folder that you referenced above. So say go to the F:\softrak\receivables\StandardRP directory and look for the SMFAXQ.RPT report there. Copy that file and paste it to your path for OE standard reports and that will fix the problem.
