I don't think that any of our consultants would charge you just to provide the link to the Hot Fix.
However, if you need their assistance in installing the Hot Fix, then they may charge you for that service.
Our Hot Fixes do not have the same level of Quality Assurance that our Service Packs and Upgrades have. We fix the very specific issue brought to our attention, make sure that we haven't broken anything major, and build the Hot Fix. Everyone who we know has been affected by the problem is informed about the availability of the Hot Fix, with a link to the fix itself. It is their decision whether they feel confident enough to perform the work themselves.
Remember, not everyone interfaces Inventory with JobCost, and none of those organizations have even noticed that there's a problem. The bug you don't see is the bug that isn't there (old proverb).
