There are 3 manuals that ship with TBR: Client Receivables, Time&Billing, and System Reference & Client Profiles. The import information is definitely in the System Reference manual.
Importing Time and Disbursement transactions into TBR does not adhere to one specific file format. There is some flexibility in selecting which fields you wish to import, and there are some fields which you can set a default value.

When you use the import transactions function in TBR, you select the fields that are contained in the import file. After selecting a data field, there are 3 additional choices. The first (filler length) indicates an offset, or how many characters will be ignored. Typically this will be zero. The second (field type) is uneditable and displays what data type the program expects for this field. The third (field length) allows you to specify the total length of the field. You typically would not want to change this, especially since most data fields have a maximum field length.
After selecting all the fields, there may be some other prompts, asking for default values for unchosen fields.
