I haven't been able to replicate that behaviour. When I edit Security Groups and go to the Order Template tab, I have the ability to enable or disable the default value for the Locked field, so that when a user belonging to this security group creates a new order, the default value for the Locked field is off.
In fact, I have the opposite problem where I edit the security group and the Locked default value is always OFF.
I suspect the problem is with the program and the setting is being changed when you edit the security group. For me, I can see that when I change the default value of the Locked field to ON, it is saved correctly and used correctly when creating new orders. But if I edit the security group, this value is getting reset back to OFF. Perhaps you can try editing the security group and changing the default value to OFF, then try entering a new order by a user belonging to that group. Does this work for you?
Also look at the master Order Entry Template from the Maintenance menu. It shouldn't matter, but perhaps check to see what the setup here is for the Locked field.
It appears that there is something that needs to be corrected in Security Group setup.
