I am trying to close out my year end for T&B and it keeps telling me "general ledger transactions report has not been printed and cleared". i have printed the "print/consolidate gl transactions" report several times and it still is saying it needs to be done. is there another report that I am not aware of.

The batch needs to be retrieved into Ledger. It doesn't have to be posted in Ledger if you don't want, just retrieved.
