Crystal Reports Install Error

I'm trying to install CR4A 8.5 to a Windows XP SP3 machine but am getting an error. After entering the install codes and selecting the drives/paths (installed to C:\, report tables on network drive), I'm getting this error:  I have triple checked that the user is a member of the local administrators. I've tried installing from the CD and the zip file. Version is (020328). Thanks,

Perhaps try "Run as Administrator" on the Install which is different than running as a User who has administrator rights.

When I attempted to install the CR4A 8.5B (100630) upgrade, it told me that I needed to install the full version to the workstation first, since the upgrade does not include the designer.
There wasn't an updated full version displayed online, so I figured the process was to install original Crystal Reports, then perform upgrade.
Is there a new full version available for download?

Thanks for the idea Michael.
I attempted to run as administrator with same result.
I'm wondering if XP SP3 could be a factor? It's the only thing I can think of that might be different from the last time I did a Crystal install here.

Thank you. I downloaded that version and attempted to install, but receive the following: I'm trying to install the designer to the local C: on a new workstation.

I am on a Win XP SP3 workstation, no Terminal Services.
I unzipped the file to a network location and then ran StartRP.EXE from that folder. I don't receive any errors, other than the one stating that I don't yet have Crystal installed.
I will attempt to do manual installation from PhaseII folder and let you know.

That worked.
I ran setup.exe from Phase2 folder. Then I ran the upgrade (RP1P20100630.EXE). Completed successfully.
For clarification on any future installs - Should running StartRP.EXE from the unzipped folder perform both the Crystal designer install, as well as the "for Adagio" component, assuming on a fresh workstation?
