Once we create the next fiscal year - 2009(soft year end)is it possible to get financial reports for the previous year -2008?

Yes.

In the financial reporter, you choose the year and fiscal period for the statement. If you do not have a year drop-down, then reset the toolbar in the financial reporter by selecting View | Customize | Toolbars and clicking Reset on each menu choice.
