You are correct in your findings. I have reproduced this here using V6.8A. You are also correct in that you should not have to re-select your Customer in order to get the Tax Exempt 1 and 2 fields to show the corresponding information from the AR Customer file.
Unfortunately, until R&D can take a look at this and remedy it, this is exactly what you will have to do. I appreciate the inconvenience and extra time involved in doing this though.
Thank you for reporting this - I understand the urgency of a fix becoming available and will pass this on to R&D with this in mind.
