We made a change to the most recent releases of Adagio Ledger and FX financial reporters to tighten up the user-departmental restrictions, where users with any restrictions do not have access to editing the Statement Groups.

But it seems that this was broken for non-SYS users even if they don't have any restrictions. I'll forward this to development.
