It looks like that when version 9.2A started supporting a feature to hide distributions when none exist, this particular area is hiding the Dist Set button for Misc Cash payments when it shouldn't be.

There isn't anything as a user that you can do to make the option visible - this requires a fix to the Receivables program. Thank you for letting us know.
