To add to Support's suggestions:
To create a Folder with just Workspaces and their associated Views, create a new Folder, Open each workspace and select "Save Workspace as..." to copy the Workspace and its associated Views to the new Folder.
If a user does not have permission to edit Views, then GridView opens a dialog with the workspaces they can launch.
You can separate Workspaces by Security Group in the Views Folder, and present a smaller list to each user of Views they are entitled to see.
