It's (1) a row for that item but a blank cell instead of a zero. When I do formulas in excel I hate seeing zeros so I normally set up my formula to check for 0's and not display them - just habit. I should have left them this time. So I had blank cells to import and thought someone could tell me quickly if they would be treated as zeros. I've gone ahead and imported them, and yes, blanks are treated as zeros.
