Thank you tech support, as you suggested I looked at their Payables it was version 8.1E (130131), I ensured the Payee/PO tab had the PO printing options all enabled. Once done then the PO could be printed. So I exported all vendors made the change to the option mentioned and imported the vendors with the change and all is fine now.
