If the Alternate Price List item is set to use Markup over Cost, then as long as the Markup Cost on the Alternate Item is zero, then the customer price using this Price List will automatically be determined from the item cost, provided that the customer uses one of the A-E pricing levels.
There is no 'automatic' way to update the Base Price on Alternate Price list items. There are 'quick' ways such as running Update Alternate Price List items, but a user must run the process.
I believe sample data is set up in this exact way, with an alternate price list 'RETAIL' that uses Markup over Cost pricing by Customer Level. You can try using OE/IC and sample data to see if this meets your needs - and you can edit the Alternate Price List items to use Discount on Price to see how this changes.
