Hmmmm .... Is integrity clean? How many locations are in this data? I just created a new item with 0 quantity and it still doesn't print on the report. Are items allowed at all locations? Certainly, there is something different with the setup and/or settings in your data than mine.

If items are not allowed at all locations, when you Edit Locations, are all items selected at this particular location? Or, is only one item allowed at the location? Or?

What happens for you with sample data?
