The Import process only insists on Category/Acct Set/UOM when "Add new records" has a check-mark. With a check-mark on "Over-write records" but none on "Add new records", you can have a CSV file with only Item # and Pick Sequence.

It's probably a good idea to run a Data Integrity Check first, though I don't think your database is at fault.
