This is not all that uncommon.

As you have Adagio multi-currency you would set this customer up as a USD customer (as you are a Canadian comapany). You require a Control Account set with a USD currency code. This requires a tax group with the same currency code.

Now when you invoice this customer all amounts will be in USD. The exchange rate used will convert the tax charge into CAD for remitance purposes.
