Unfortunately there is no easy answer to this question. Off the top of my head I would use sundry items so that the cost goes directly to ledger, no quantity on hand exists, and I could use the sundry item code to track total purchases.

As far as how the departments would behave I believe this is dependent upon how you have IC, PO, and the sundry items set up.
