The formula =DEPARTMENT(1) will return the description of the department selected in the toolbar or by the Department Print function, and can be used in the top of each statement or any cell as desired. Use TRIM (as Michael indicated) if you need to get rid of leading or trailing spaces.

You have asked about putting the department description as a column header. Certainly the above will work, as will Michael's examples - just wondering how this fits with the Departmental Print function? Usually column headers indicate that you want to compare multiple departments, something that the Departmental Print function is not set up not do - generate a single statement comparing all selected departments.
