Windows 2008 doesn't have the "Advanced" option set in the regional settings - not unless it's renamed and buried elsewhere.
Though, I can't confirm that switching the language from US English to CDN English works because of a new blocking issue:

Try changing the setting from English (Canada) to English (USA), or vice versa. This setting apparently gets saved on specs in some way and if different than what is on the workstation, left and top margin mis-alignment could occur.
