The Billing Memo report is reading the WIP file, as do many other TBR reports. The Billing Memo report does rely on many of the options entered when printing this report, such as the date range, 1 or 2 part form, etc.

Which options are you selecting when printing the report, and where are you seeing zeroes? For example, if the WIP transactions have a date prior to the date range chosen in the Billing Memo report, then these transactions are included in a Balance Forward amount on the left-hand portion of the two-part report. The right-hand portion totals will not reflect these amounts.

If you want to see the transactions for a specific Client or Docket, you can look at either the T&D Ledger or Aged WIP report, or use the Detailed T&D Inquiry (all in the Time&Billing portion of the program).
