We reinstalled the Ledger 90A upgrade and ensured that the report tables drive was selected as Z. Now the tables are installed and no errors occured when using Ledger.

Payables must have been installed and the local C drive selected as the report tables drive, instead of the correct server drive Z. The solution here is to reinstall the Payables 81A upgrade and ensure that the report tables drive is selected as Z.
