Credit note specifications should be formatted in the same way as invoice specs. Thus the procedure you did should have been fine, assuming that you will be printing credit notes to paper with the same size as invoices.

If you have a credit note with multiple details, and are only getting one detail per page, then you may want to check the specification to see how it is formatted. Make sure the detail section is only one row high (ie 0.1667 inches or something comparable). What may have happened is that the detail section is too big, and prints a large amount of blank space for each detail.

As for a footer section, note that there are 2 types of footers. One is called a 'Last page footer', which will always print on your invoice, at the bottom of the last page. Make sure you have a section of this type. You may also require a section simply called 'Footer', which will print at the bottom of every page except the last. You could have text such as 'continue on next page', or 'page number X' in this section. If an invoice or credit note is one page only, and you do not have a 'Last page footer' section, then no footer will print at all.

Lastly, edit your credit note spec, and in the File | Specification Options, make sure the proper page size is selected. Also make sure all of the section heights are reasonable for the headers, footers, etc, and nothing appears after the 'End of Page' marker.
