You are correct that in most export formats, the string values are surround by double-quotes. I did find that the export did leave spaces for blank fields, though, for the tab-separated text format.

If you want to perform an export with all fields separated by tabs, and not surrounded by double-quotes, you can do this in 2 steps. First, do the export in the character separated values format. This will allow you to export without the quotes. Unfortunately, you cannot have a tab as the separating character. What you should do is use a character that will not be in any of the fields, such as the tilde ~.

Next, open the export file in Word, and use the "Replace All" function to replace every ~ character with the special tab character (^T). This will create the export format your client requires.
