In the financial statement the balances change with the changing of the periods, as it should, but when I click into the individual balances I am not getting and transaction details? I believe I am missing something obvious but cant figure it out, any direction would be welcome.

Perhaps you are double clicking on a cell with a Budget number? There are no transactions related to budgets. You need to make sure that the number is showing a Net change (Y, M, Q, S for example) or Balance (BAL etc.)

Or perhaps someone has cleared the transactions for the year in the statement (unlikely, but possible).

Try Right mouse button on the cell and selecting "Tx details" from the Context menu.

The cloumn is a BAL column and when I try the trick of right mouse click TX details I get an error message that says "Encountered and improper argument" any idea what I might be doing wrong?

No, but you're welcome to make a backup of the general ledger and send it to me with a note explaining which financial statement and cell is causing the problem.
