Is it possible to force a comment or text block when you add an item to an order?

Our scenario is:
We have a few items that have a minimum advertised price. When we add these items to an order we want them to automatically insert a predetermined comment or text block stating there is a minimum advertised price with the amount for the customer to see. Please let me know I can do this.
