Is there a way to prevent users who have rights to create or modify jobs from accessing archived jobs.

A client doesn't want these users to archive jobs or restore archive jobs.

All I see are buttons called Restore and Archive; I don't see menu options. And Security Groups generally only control menu options.

The Archive button is only controlled by the 'retain history' company profile option. The Restore button is enabled if you have menu level access to Edit Jobs and Edit Estimates.
