Is this a Windows 8 or 8.1 workstation? We have heard occasional situations of this behaviour, due to a particular Windows Registry setting.
The best known solution is to edit the module.ini file (in your case, \Softrak\Ledger\Ledger.ini), locate the [Master Install Status] section and edit the value ResourceFlags= There should be a P somewhere after the equal sign. Delete the P, then save the file and rerun the program.
