The Outstanding PO report filter has the option to filter by Receipt date. Since the Outstanding POs are not received yet, I assume it is the Expected Receipt date.
The date doesn't filter anything.

If I am doing something wrong, please let me know how can I print Outstanding POs that expected to be received in a given period of time as the filter seems to be allowing.
