It sounds like the batch control file is corrupted - there should never be a 'batch zero' record there and this is likely preventing new batches from being created.
Ensure you have a data backup you can restore from, and run a data integrity check to see if this error is found. If so, you can try to Rebuild this error. If the error is not resolved, you would have to contact your Adagio consultant for more in-depth assistance.
If by closing a prior year you mean that you closed a fiscal year in Adagio Ledger, then this would not have caused a problem in your Payables data. If you performed Year End in Payables, then this affects the batch control file by resetting the next batch to 1. We are not aware of any program problems in not doing this correctly, provided that the data integrity was clean prior to running Year End.
