If you have a GL Transaction Report with information, and it needs to be 'removed', you need to use Adagio Ledger to retrieve the batch from Time&Billing. Printing the report will only clear this data file if you do not use Ledger. The prevention associated with Year End wouldn't be that the report has to be printed, but that the file exists.

As for the consolidation and inaccessible message, it is possible that something was left open during the other steps that should not have been. Consolidating this report will not get past the requirement to retrieve the batch into GL before Year End Processing is performed in Time&Billing.
