I think I got it to work. Not only did I have to copy the OEGLOB file from the newly created OE dataset, but I also had to copy the OEICGLOB, OEILOC* and OELOC* files.

In case anybody else tries this, make sure to create the new OE dataset with the same exact item format as the existing IC dataset.
