Apart from Payables check forms, there is no setting to control a specific number of details. For all other Adagio form types, the height of the area reserved for details is calculated from the overall height of the page, minus the heights of the Header and Footer sections. In conjunction with the size of the detail sections. If you want to add more room for details, you need to decrease the section height of either the header or footer sections. Or increase a header/footer section height to have less details.
If you have both the Footer and Last Page Footer sections on your form, they should be the same height. If they are not, then depending on how many items and details you have on your invoice, it might be just the right number to cause some extra blank space to appear on the first page.
