A client would like to prevent users from modifying the date of a note as they are entering or modifying a note.

I highly doubt Adagio can handle that through security or through a company option. I'm thinking that what they really want is to add a Customer Notes tab to the Edit | Entry Templates function, so that fields can be skipped, disabled or hidden (obviously not the note field itself).
